PMC vs PMDC - Facts!
According to the most recent amendment bill 2022, a new PMDC will be shaped, consisting of 3 civil society members shortlisted by the Prime Minister, a person involved in welfare activities, a legal professional, a chartered accountant, and 5 medical professionals.

What is PMDC?
The Pakistan Medical and Dental Council (PMDC) was Pakistan’s regulatory body for medical education, keeping an official record of practicing doctors and dentists. The PMDC’s primary responsibility was to define a uniform basic threshold of basic and higher qualifications in medicine and dentistry throughout the country.Â
PMDC had the authority, in collaboration with the Higher Education Commission (HEC), to establish specific regulations for medical education throughout Pakistan. In quick, the PMDC was the only authority for the field of medicine and dentistry in Pakistan, whether it was issuing licenses or experience letters, keeping registers of medical students or practitioners, establishing entrance requirements for medical colleges, or controlling medical institutions.
Shortcomings:
The Pakistan Medical and Dental Council had flaws of its own, such as private colleges overcharging students right under the PMDC’s nose and going unpunished. Furthermore, the PMDC’s commercial interests led the organization to recognize low-quality colleges that lacked an attached teaching hospital, properly qualified staff, and standard laboratories. Many other reports of colleges implementing double shifts to increase student enrollment have surfaced, implying that no action was taken against these colleges.Â
What is PMC?
The PMC is divided into three sections: the PMDC, the National Medical and Dental Academic Board (NMDB), and the National Medical Authority (NMA). According to the newly passed amendment act, the PMDC will be responsible for developing new policies; the NMDB will determine standards for licensing, medical education, and examinations; and the NMA will be responsible for implementing PMDC-developed policies.Â
Shortcomings:
According to the new rules set by the PMC, only a single entrance test will be administered throughout the country for admission to medical colleges. So, students from all provinces had to follow the same syllabus & MDCAT deadline.Â
Doctors (even graduating locally) will be required to pass the National Licensing Examination (NLE) before beginning to practice General Medicine in March 2020.Â
PMC initially issued a list of Recognized Foreign Medical Universities labeled as Green/Grey/Black & then introduced another Pathway to choose a foreign medical college according to List A & List B (for both universities & countries). These certain regulations & then sudden changes in it created perplexity for medical aspirants.
PMC gave private medical colleges more authority than they already had unofficially under PMDC rule. Over 150 medical colleges in Pakistan were able to set their own fees.
New Rules & Changes by PMDC 2025-26
Pakistani students who have completed a medical (MD/MBBS) or dental program from abroad may apply to PMDC for NEB Exam eligibility (National Examination Board). First and foremost, students must meet the following fundamental requirements:
- A minimum of 60% score in Fs.c Pre-Medical is required.
- The student must have graduated from a WHO-recognized college or university.
- The student must have a notarized degree and transcripts from a foreign notary office as well as the Embassy of Pakistan in the related country.
- Throughout the degree program, the student must have studied English as the medium of instruction.
- If the student has graduated with a non-English medium of education, then he/she must have a Language Proficiency Test equivalent to 6.0 bands of IELTS.
Eligibility Criteria of PMDC - Documents Checklist
- PMDC Form III – (4 copies) Available for download from the PMDC website.Â
- Graduation certificates & degrees – 4 copies each.Â
- 4 copies of detailed mark sheets.Â
- Intermediate HSSC (attested by IBCC & Foreign Affairs) – 4 copies.Â
- Martic SSC (attested by IBCC and Foreign Affairs) – 4 copies.Â
- CNIC National Identity Card – 4 copies.Â
- Passport (first entry and last exit, as well as the first page) – 4 copies each,Â
- 8 photos in passport size with a white background.Â
- Foreign Graduate’s Affidavit of Proper Identity.Â
- 4 copies of each of the University Curriculum and Credit Hours.Â
